Key Responsibilities:
- Develop, implement, and review a 1–2-year business plan, ensuring achievement of financial targets and project deliverables within budget.
- Lead and manage the Keolis project team, ensuring that the appropriate number of skilled staff are in place to meet project objectives.
- Enforce all safety procedures across Keolis teams and contractors, guaranteeing compliance with safety standards.
- Ensure all Keolis projects meet quality standards, including design reviews, wayside installation, asset acceptance, test train operations, and testing/commissioning support.
- Collaborate across departments (e.g., Safety, Finance, Engineering, Transportation, Customer Service, etc.) to mitigate operational, safety, commercial, and technical risks.
- Support the integration of into operational and contractual changes and ensure alignment with Keolis and MBTA policies.
- Manage project budgets, contractual arrangements, and any supplementary contracts or third-party agreements.
- Manage sub-contractors as needed and ensure timely and accurate reporting of project status to Keolis and MBTA senior teams.
- Represent KCS at external events and industry committees as required.
Required Skills & Experience:
- Seasoned Railway Infrastructure professional with 10+ years of experience in the project management/executive role, for large ground-up projects preferably within Public Transportation Industry.
- Must have experience managing multiple major related projects or programs concurrently,
- Bachelor’s degree in project management, Engineering, Construction, or related areas; professional registration / PMP / certification is highly preferred. Or equivalent years of experience.
- Proficiency in different PM and Project Controls processes, Tools, Technologies, and methodologies.
- Demonstrated proficiency in project controls, including cost, schedule, risk, resource, and stakeholder management.
- Proven leadership of multidisciplinary teams with strong communication and project management skills.
- Ability to lead teams, foster cross-functional collaboration, and drive high-performance culture.
- Excellent Highly skilled in negotiation, facilitation, and problem-solving skills with resilience and resourcefulness.
- Excellent communication, organization, and leadership skills with the ability to engage technical and non-technical groups in a fast-paced environment, while overseeing large volumes of work and multitasking.
- A passion to bring together high-performing, collaborative teams focused on executing projects effectively, while also recognizing individuals for successes leading to a project well done.
- Proven ability to lead by example to foster positive cross-functional relationships with internal and external stakeholders.
- Possess a high-level understanding of commercial and industrial architecture/engineering.
Position Authorities:
- Oversee Project Deliverables, task assignment, recognition, performance reviews, and team management.
- Have decision-making authority regarding staffing, task prioritization, and performance-related actions.
Key Accountabilities:
- Ensure safe delivery of projects on time, within scope, quality, and on budget.
- Coordinate with cross-functional teams to align resources and deliverables.
- Monitor and manage project budgets and timelines, providing regular status reports to the MBTA and Keolis executive teams.
Program Management:
- Demonstrated understanding of PM processes and systems, along with experience in a variety of models, and types of PMO tools.
- In-depth knowledge of contract language in both owner and subcontractor relationships and how to
leverage those documents to guide the overall success of a project.
- Assesses project issues and develop solutions to ensure overall program productivity, quality, and
timelines are met within budget, involving other functional areas where appropriate.
- Able to review and enhance weekly/monthly/quarterly/annual on project financials, project
progress, risks, areas of concern, trends and forecasting prior to being issued to Management.
- Develop and implement Cost control/Change Management/Monthly Status Reports for KCS contract
with the client and internal stakeholders
- Attending and participating in all project meetings with various contractors and the client, as necessary
People Management:
- As the Program Director, keeping the internal and external clientele appraised on all aspects of
planning, design, and construction, including project safety, quality, schedule, cost control,
subcontractors, suppliers, estimates, documentation turnover, client relations/management, field
staff and other duties required to execute projects.
- Manage, direct, and oversee Project Managers and other PMO support resources as assigned.
Safety, Quality & Compliance:
- Maintain the highest level of quality in work products produced and identifies opportunities to
improve and enhance quality.
- Responsible for assisting with project systems management to assure compliance with federal,
state, and other applicable rules, regulations and KCS/MBTA Contract Agreements.
Other Requirements:
- Must be available "on-call" as necessary and comply with safety and drug testing requirements.
- A commitment to uphold KCS safety standards and prioritize safety in all aspects of the work.
