POSITION TITLE: CONSERVATION ADMINISTRATOR– GR.9
CONSERVATION
FULL-TIME (38 HOURS PER WEEK)
PAY RANGE: $1,358.86 TO $1,826.23 PER WEEK
The Conservation Administrator performs administrative, management and technical duties supporting the Conservation Commission; performs other related work, as required.
Essential Functions
- Reviews project filings for accuracy, completeness, and compliance with laws/regulations; assures legal requirements related to permit processing and issuance are met; conducts reviews of and verifies wetland delineations.
- Develops and provides recommendations to the Conservation Commission regarding a project’s compliance with the Wetlands Protection Act; drafts permits with conditions, findings of fact and other documents.
- Conducts site inspections related to filings, permit compliance, and monitoring. Reviews building permit applications for potential wetland issues.
- Monitors construction activities for compliance with permits.
- Deals with complaints under his/her responsibility; investigates potential violations and takes appropriate action.
- Attends meetings of the Conservation Commission, coordinates with Town departments and Boards, and state and federal agencies.
- Initiates and writes a Wetlands Bylaw for approval and drafts associated regulations in coordination with the Commission. Drafts bylaw amendments and participates in the legislative process to have amendments adopted and implemented as necessary.
- Facilitates preparation, and updating, of the municipality's "Open Space, Conservation and Recreation Plan".
- Sits on the Stormwater Committee and assists in the development of the Stormwater Management and Erosion Control By-law and associated regulations.
- Researches and pursues grants on behalf of the Commission.
- Oversees the operation/maintenance of Town ponds and beaches; conducts water sampling; makes decisions, in coordination with the Board of Health, regarding opening or closing beaches. Administers local regulations governing the ponds and beaches and drafts updates as necessary for the Commission’s approval.
- Oversees the management of two high hazard dams and one low hazard dam under the control of the Conservation Commission. Ensures compliance with the state regulations/requirements regarding registrations, operations, maintenance, inspections, emergency plans, etc.
- Uses GIS to review projects, research property information, and develop maps.
- Prepares Department correspondences, payroll records, purchases, capital plans, labor reports, budget, vendor contracts, vouchers and billing files whenever the need arises.
- Performs similar or related work as required or as situation dictates.
Qualifications
- Bachelor’s degree and three years of experience in field related to wetland science, biology or similar field; or an equivalent combination of education and experience.
- Valid Massachusetts motor vehicle operator’s license.
